Various aspects and points touching the essentiality and necessity of Physiotherapy, Physiotherapist and independent Physiotherapy council

Physiotherapist, in simple words, is a person qualified to treat diseases, injuries and deformity by physical methods such as massage, heat treatment and exercise.

A physiotherapist helps people affected by injuries, illness or disability through moments and exercises, manual therapies, education and advice. They maintain the health of people of all ages, helping patients to manage pain and prevent diseases.Physiotherapist in Himachal Demand for independent council

The profession helps to encourage development and facilitate, enabling people to stay in work while helping them to remain independent for as long as possible.

In brief, it’s all about movement. A physiotherapist helps people of every age, right from birth to death bed, despite all his diseases and deformities, to cope up well and allow him to move and perform his activities independently or with some aid.

In India, Physiotherapy course includes a degree course of 4 years of intensive studies on various medical subjects and 6 months of mandatory internship in which a Physiotherapy student learns and implements all his knowledge and skills to treat, advise and diagnose various diseases and injuries.After this 4 years of intense studies, a student can go for another 2 years of intensive studies for the master’s degree. Afterwards, a student can go for PhD level studies which are provided by few universities in our country, again for two years.

Need of independent Physiotherapist Council 

The first and most important motto of forming the council is to establish an apex body to determine the standard and to ensure uniform enforcement throughout the state or country.

The government of India Notifications (with ref.)

  1. During the year 1998/99, following three categories were notified by GOI notification no 674 dates 13-10-1998 for inclusion under the council subsequently same were withdrawn( through this notification dated 25-06-1999)from the preview of the council and ministry of health was planning to have an independent council for Physiotherapists.   2. The director general of health sciences received a note on 17-04-2008 from the then honourable PM of India Sh. Atal Bihari Vajpaee who after going through the content of the bill observed that a strong need for the council of Physiotherapists. It was observed that the objective of the proposed bill could be best fulfilled in the public interest only when the proposed Physiotherapy council would be constituted as an autonomous and professionally represented body.
  3. The ministry of health and family welfare sought the approval of honourable minister to introduce the bill to constitute a separate Physiotherapy council in contrast to the proposal of earlier bill “paramedic and Physiotherapy bill” approved by the government on 17-9-2004.Accordingly, the comments were offered related to Physiotherapist council bill 2006.As per the directions of DGHS, the documents of physical therapy board, California US, govt of Nova scotia, Canada and Prince Edward island college of Physiotherapy, New Zealand were referred and found that there is a regulatory mechanism available in each of the county. Accordingly, it was submitted that in India also a regulatory mechanism for Physiotherapy and occupational therapy is required to be adopted.

Clause 8.2: Physiotherapy being considered discipline distinct from paramedic discipline finds a specific mention in the title.

Clause 9.36 : Committee’s attention was also drawn to the parallel position of naturopathy and yoga when compared with  Physiotherapy as both were based on physical and psychosomatic methods of diagnosis and treatment, with both claiming benefit to patients in a drug-less manner. It was argued that both naturopathy and yoga were granted equal status along with Ayurveda under ‘Ayush’. Thus Physiotherapy also deserved to be granted an independent status.

Clause 9.46 : The fact that Physiotherapy education over the years has made significant advancements and has evolved as a distinct profession seems to be well established. This is strengthened by the considered opinion of the ministry of law that Physiotherapy profession should not be equated with the paramedical profession.

Clause 9.47: The committee also takes the note of the fact as mentioned by the representative of the ministry that in the USA, Physiotherapy profession has reached a stage where these professionals can practice independently. Not only this, in some of the interaction, students has been specifically provided that physiotherapists having the required experience can give Physiotherapy treatment without a referral. These acts also confer upon a physiotherapist the right to practice with or without referral governed by the circumstances of the case.

Clause 25.5: During the course of interactions, the committees observed that there was a lot of dissatisfaction among the Allied health professionals and particularly physiotherapists and occupational therapists with regard to their pay scales. It was brought to the notice of the committee that their entry into the government sections after the completion of four and a half years degree course in the respective profession was not being addressed properly. The committee was given to understand that their recurrent demands for bringing parity in the pay scales have yielded no results so far. The general perception was that discriminatory treatment was being meted out to them as their pay scales did not commensurate with their status and responsibility.

Clause 25.6: The committee feels that all the Allied health professionals including physiotherapists and occupational therapists play a crucial role in the field of medicine and physical rehabilitation. The committee, therefore, strongly recommends that their legitimate interests should be taken care of and their existing pay structure may be revised according to their qualifications and duration of the course they have to put in before entering into a government job. The findings and documents of this committee are in favour of a strong independent status and council for physiotherapists.

  1.  Delhi Council for Physiotherapy and Occupational Theory Bill 1997:-
    Physiotherapy means physiotherapeutic system of medicines which includes examination, treatment, advice and instructions to any person preparatory to or for the purpose of  connection with movement dysfunction, bodily malfunction, physical disorders, disability, healing and pain from trauma and disease, physical and mental conditions using physical agents including exercise, mobilization, mechanical and electrotherapy activities snd devices or diagnosis, treatment and prevention.   2. Maharashtra state OTPT council:-
    Physiotherapy means a branch of modern medical sciences which includes examinations, assessments, interpretation, physical diagnosis, planning and execution of treatment and advice to any person for the purpose of preventing, correcting, alleviating and limiting dysfunction, acute and chronic bodily malfunction including life-saving measures via chest Physiotherapy in ICU, curing physical diseases or disability, promoting physical fitness, facilitating healing and pain relief and treatment of physical and psychosomatic disorders Physiotherapist in Himachal Demand for independent councilthrough modulating physiological and physical response using physical agents, activities and devices including exercise, mobilization, manipulation, therapeutic ultrasound, electrical and thermal agents and electrotherapy for diagnosis, treatment and prevention. { Ref: Click here } Bill no 14 of 1997.

Hence, an individual independent physiotherapy council will make recommendations to ensure the standardisation of physiotherapy practice and the monitoring of the actual performance of physiotherapists in India which will be helpful for improvement in the public health sector of Himachal Pradesh.
